How does Akhrots decide there is a conflict?

It compares the meaning of a new memory against your existing memories about the same entity. When two assert different values for the same fact, it raises a conflict rather than silently overwriting either one.

What happens if I keep both?

Both memories are retained — useful when both are true in different contexts (for example two cities you split time between). You can always revisit and resolve them later.
